
Nestled in the heart of Porlock, Hawkcombe Cemetery has stood as a place of remembrance and reflection since its first burial in 1890. For generations, it has offered families a quiet space to honour loved ones and find comfort in shared memories. As caretakers of this consecrated ground, Porlock Parish Council is deeply committed to ensuring the cemetery remains a safe, respectful, and dignified environment for all who visit.
Why Safety Matters More Than Ever
Following a recent, professional inspection of the cemetery’s memorials, over 100 headstones were found to be unstable and potentially dangerous. In accordance with national safety guidelines and our legal responsibilities, the Council took immediate action to prevent harm — including temporarily laying flat some of the most hazardous memorials.
We understand this may be upsetting to see. Some have even described the changes as unsightly or harsh. But this decision was not taken lightly. Tragically, earlier this year, national news reported the death of a young child caused by a falling headstone — a heartbreaking reminder of why safety must come first.
Who Is Responsible for Memorials?
When a burial plot is purchased, the owner is responsible for maintaining both the plot and its memorial for 75 years. If the owner passes away, this duty transfers to their next of kin. After the 75-year period, if the Exclusive Right of Burial hasn’t been renewed, the responsibility returns to the Council under the Local Authorities’ Cemeteries Order 1977.
Despite our best efforts to contact families, only four were identified in our records. With most plots lacking current ownership details, the Council must now take on the responsibility of ensuring these memorials are safe.
The Cost of Care
Making the cemetery safe again is no small task. The cost of securing memorials alone exceeds £20,000 — and when you add repairs to benches, pathways, steps, and handrails, the total far surpasses our current budget and reserves.
We’re exploring funding options to support this vital work without putting it on the local precept. Whether the project is completed in one phase or spread across several years, our goal is to carry out these improvements with care, sensitivity, and community input.
A Temporary Measure, A Long-Term Commitment
We want to reassure families that laying memorials flat is a temporary safety measure. Our long-term plan includes restoring and repairing memorials in line with national guidance, always with the utmost respect for those laid to rest and their loved ones.
In addition to the memorials, we’ve also addressed safety concerns across the cemetery — removing or repairing unsafe pathways, steps, railings, and seating to ensure accessibility and comfort for all visitors.
Looking Ahead: Future-Proofing Hawkcombe Cemetery
Hawkcombe Cemetery will outlast all of us, and with that in mind, we’re reviewing our processes to ensure future generations won’t face the same challenges. This includes better record-keeping, planned maintenance schedules, and dedicated reserves for ongoing care.
